What is an MTSS?

Multi-Tiered System of Supports (MTSS) is a comprehensive framework designed to meet the individual needs of the whole child at all achievement levels. MTSS ties together the education (curriculum and instruction) and health (SEL and wellness) systems of a school district in order to support learners to achieve their potential. 

The Madison MTSS framework is built on five essential components:

  • High Quality Instruction

  • Meaningful Data Collection 

  • Tiered Supports Aligned to Student Needs

  • Systemic Progress Monitoring

  • Family, School, and Community Partnering

A standards-based curriculum implemented with high quality teaching and learning practices (e.g., clear objectives, exploration, modeling, guided practice, flexible grouping, formative assessment, explicit feedback, choice, etc.) is at the core of a successful instructional program. While this approach can provide positive outcomes for most students, an MTSS framework provides a structured way to support learners who need additional opportunities for mastery/proficiency. Supports related to executive functioning and social-emotional well-being are also provided as needed to ensure that students can build the tools and mindset to be successful in the future.
